My son has spent over 400 dollars in the past two months and I must put it to a stop. I need help on how to stop the purchases!! I seem to get bills even after I take the I-Pad away!! HELP

Here's what I have tried so far:
Only took I- pad away. I have spent last two days trying to get a phone number to talk to someone but all my efforts on the computer have lead to dead ends!!
