I am getting a message iCloud Backup but cannot do anything with the ipad as I appear to be locked out.

The message is that this ipad hasn't been backed up in 2 weeks. Backups happen whenplugged in, locked and connected to wi-fi. The pad lock symbol is on, the wi-fi symbol is on , I have 100% charge and nothing is happening
