Normally the carrier (AT&T) can unlock your iPhone if you have or had an account with them. But in some cases that it was just given to you or you just bought it outright or secondhand, you can go to some websites that offer network unlocking service. But just be careful of those sites cause some of them are not genuine might give you more trouble to your phone. The unlocking site that I trust the most is Unlock-Network.com cause they have successfully unlocked one of my previous phones.

Where did you get the handset? If you got the handset from AT&T then you can contact AT&T and have this unlock. The usual process once it is unlock is to connect the handset to iTunes and perform a Restore after the request has been made. Before you do a restore, since doing the restore will wipe everything on your phone, I suggest you backup your handset first; you can do so by simply Right clicking your device in itunes and clicking the backup option. After the Restore, you should see a confirmation in itunes that you’ve successfully unlock your phone.
