Go to the Galaxy S3 home screen.
Go to the “Settings”
Select “Call settings”.
Choose “Call rejection”.
Enable “Auto reject mode”.
Select “Auto reject list” . Check if the important number is on the list and remove it.
there is no "call" under settings. But what I need is to understand how my phone could accidentally have triggered this feature in the first place. I never did it. But a key number was blocked. Causing me problems.
the phone refers to it as the "reject list." I know how to add or take off names from my contacts. I don't understand how it could have activated wtihout me intentionally adding a number which is what happened.

the person whose number was blocked told me! very upset! when I looked in contacts, I could see it was marked with a blue circle
The Blue Circle means that the number is in your block list. To remove the number on the block list. Simply Press and Hold the number on your contact until you see a pop up then press remove this contat from blacklist.
It might that you have accidentally press the number and put the contact to blacklist by accident.

I understand your concern. Like what Ive mention on my previous post you might have long pressed the number and accidentally tap the option to add it on the blacklist.
That's the only possible reason why the number has been blocked.

I don't understand that term.
If you go to contact and press and hold the number (long pressed) or the name of the contact. It will show you a pop up and there's an option to add that number to your blacklist.
This is my last question. Do these kind of accidents happen often? Have you encountered this before? My wife thinks the only way the feature can be activated is intentionally.
It will not happen often. Just make sure that when you will put the phone inside your pocket it is locked. I've encounter few users/customers experience this before same issues that they are not aware that the number was put on the blacklist. They accidentally press and hold the number then select the add to blacklist option.
This is a feature of Samsung S3 to avoid/block unwanted calls.
