-cx iphone is disabled due to passcode problem
-remote access cx computer and restored the iphone
-iphone restored but the problem is cx is uisng the old apple id which is locked to the phone
-cx said that the email is not accessible anymore
-tried answering security questions. no go
advised cx to contact apple support and have his old account reset

You need to call them back and make sure that they will be able to reset your old apple id so that you can unlock the phone.
