When I sign in, I don't see it. Help!

Chat Notes:

1. Was able to access admin.google.com
2. The blogger admin account for the two sites is not found in http://admin.google.com so she must be using her own account
3. Blog admin is no longer working with the customer and cannot be contacted
4. Enable blog features
5. Advised customer to contact Google Support
6. Get Google Support phone number
7. Provide PIN code
