I have a GE dryer that is wired with a four prong plug. The house I just moved into has a three prong female. I bought a three prong wire. The back of the dryer says that the white and green wires are the neutral and the black and red are hot. Is that correct. A GE appliance person at Lowes said the black is the neutral which I know is customary. A handy man said the same thing. Which is correct. The three prong that I bought has the neutral in the middle. Please help me.

Thanks. Just to clarify you want to convert a 4 prong to a 3 prong that would fit this outlet type:

Can you unplug the dryer and  check the wires that is connected in the 4 prong plug please. Are they colored? If they are can you tell me what are thoise colors please?

The bottom wire is black, gold screw.  The middle wire is white with a green wire attached and a piece of metal going what appears to be a ground screw.  The top wire is red.  There are red wires going into the machine off the red screw which is silver.  An there are wires going into the machine from the blach wire.  Not wires are going back into the machine from the white and green set up.

Does it look similar to this?

The four-pronged cord has been loosened from the dryer wall and is ready to be disconnected from the terminals. Pay particular attention to where the white and green wires go.

yes except the green wire is attached to the screw witht he white wire then a metal strip go out from to a screw in the machine.

Customer

The black and red at the sides are the hot wiires and the white in the middle is the neutral wire. As you see the picture below on a GE Dryer

That is what is says on the back of the dryer but black is so often neutral.  So I am good to connect right.  Is there anything I need to look for as I plug it into the wall?

I can place some instructions here as a guide if you want to before connecting the wires. This will take a few minutes to prepare since i need to post pictures as guides. Please let me know. Thanks

Okay, the setup should be the 3 prong has 2 hot wires and a Neutral wire. The 2 hot wires from the 3 prong  should be connected at the sides whre the black and red wires are. The neutral middle part where the white wires are should ALSO have the grounding strip. Connect the Neutral wire from the 3 prong to that. Make sure the dryer is unplugged and follow the diagram below as a guide and you should be good to go. Please come back and leave a message here once it is done so that I will know if it has been done and working fine.
