Can you try using the keyboard in Safari. Then use it in mail too and see if there is any difference?

Dear Marilyn, It was a pleasure helping you with your <iPad> issue today. Here is a summary of the resolution.
Issue identified : Keyboard stays in the middle of the screen blocking the page.
Solution Implemented : 

Call customer / Remote Access for Screenshot.

Found that the Keypad is undocked

Advised customer to press and hold the keyboard button on the lower right hand corner of the keypad.

Selected Dock.

Issue resolved
