My iphone was locked and no matter what I enter it will not unlock

If I enter my email.address and password it says I cannot use my email address on my phone.  WHEN I enter my icloud address and password it simply says it is the wrong mail address or password.  I did everything it asked for and it WILL NOT UNLOCK
