Alright. The iphone does not have a hard drive. it has a flash memory or flash storage which is integrated to to the mainboard. If the iphone is no longer turning due to water damage and mainboard was faulty there's no way you can recover the files from that phone but Iphones are designed designed to be synced regularly with your icloud. IF you do know your apple ID and password you should be able to access the files that was stored by the icloud or if you've manually did a back up.
Do you remember your Apple ID and password?
Phone is home and so is Apple ID and PW. I'll try when I get home from work to see if any data is in the cloud.
I thought the phone had a SIM card that stored some data?
a SIM, card is a computer chip inside a cell phonewhich identifies your device to your service provider. SIM cards can contain up to 128 KB of memory only to store things like contacts, phone numbers, text messages. So you may be able to recover some biut not all contacts and text messages if the sim is not damaged too or if you've selected the SIM as your default option to save your contacts when your first setup the iphone.
SIM can only hold a very limited amount of data (128KB) and specifically designed only to be an optional storage for contacts and can't be used for photos which will require megaBytes or Gigabytes of storage just like the iphone
Ok, good question, I don't remember back to when I orginally set the phone up, so how do I attempt to recover any data from the SIM card or verify it doesn't have data on it?

You can remove the SIM and transfer it to a working phone and then go to contacts app of the working phone.
By the way You can go to www.icloud.com and sign in using your Apple Id and Password to check your icloud storage. If there are no files inside the icloud then you might have accidentally turned off your automatic backup and there will be now way for you to recover those data.

SIM card is not accessible without openning the phone completely - hmm - can I take the phone into Apple Store. I understand you are not related to them - at least think you are not.

Iphones do have a SIM card slot where you can remove the SIM . Yes, you can also bring it to the store if you're having hard time removing the SIM Let me know the results once you get home. Do you know how to get back to this page?

Iphone 4 has a micro sim while the most of the new phonemodels right now like the pixel is using a nano Sim . it means that the SIM size of 4S will be big compared to PIxel' nano sim.
Either you try it on a phone that uses micro sim or have the SIM cut by your carrier provider to fit the pixel's sim card slot
