You'll need to have it replaced .Spectrum provides a remote control with each of its receivers at no additional cost.

They will repair/replace the remote if it doesn't work as a result of normal wear and tear. You can pick up a replacement remote at your local Spectrum store. Please bring your old remote with you.

Alright. Try the steps below and let me know the results  

  1. Press and hold SETUP until the LED blinks twice.
  2. Press the TV POWER key.
  3. Press and hold down the DIGIT key for your tv brand. For Panasonic its number 4 
  4. Let go of the key when your TV turns off. Setup is complete.

or 

  1. Press and hold SETUP until the LED blinks twice.
  2. Press the TV POWER key.
  3. Press and hold down the OK/Select key.
  4. Let go of the OK/Select key when the TV turns off.

or

Note: Make sure the TV is ON before starting remote control setup.
  1. Press the TV POWER key.
  2. Press and hold SETUP until the LED blinks twice.
  3. Enter 0250 TV code (Panasonic)
  4. Press the TV POWER key to test TV control. If the TV turns off, setup is complete.
  5. If the TV does not turn off, repeat this process using the next code which is 0051.

Issue identified :  Blinking Light TV Plasma
Solution Implemented:  Call customer| diagnose problem| advise to unplur or remove the power adapwter from the TV|TV is installed ina a cabinet and no access to power | customer will try the circuit breaker| cant open the cover| he'll have somebody to do it for her| prvode info  on what to do | and possible problem with the  Tv if after draining the power wil not solve the problem | power board failure | Tv will need get a service | provide repair shop numbers| accepted asnwer
