Do you have the model number?  Is there an error code aside from the flashing light?

Does it only happen during final rinse? Does it agitate or spin? A top-load, direct-drive washer uses an electro-mechanical timer to control washer functions so it won’t signal error codes. A failed shifter assembly or worn drive belt can prevent the washer from agitating or spinning the wash load.

If the washer was bought Nov 2017 you still  do have an active warranty and I would recommend to get a  schedule for an  inhome repair
