Just to confirm you are trying to restore an old  deleted message from a specific user correct? 

OK. When did you delete  the messages? 

Alright and I would assume that your Iphone made an icloud  backup after those dates correct? 

if the last backup was just a few days ago it will only restore all the available messages that were backed up. Whenever there's an backup happened  in the icloud it will always override the old backup from your chat messages. Reinstalling the app will not help you recover  the deleted messages since it will  only restore the settings or messages  that are available from the backup 

Yes it is the same. WhatsApp doesn't store any user messages on its server and it use either Google drive or iCloud

 1/18/18  backup is all the things settings, etc  in your Iphone.
