Hello, yes, it could be a bladder infection with a urinary blockage since he is not able to urinate. A urinary blockage is an emergency, so I would recommend taking him to your vet if it's open or an emergency vet right away. If a cat cannot urinate, his bladder is at risk for rupturing and that would be life threatening. 

Your vet will likely want to try and remove the blockage by placing a urinary catheter. They will also likely run a urinalysis to see what is causing the infection and blockage. Most of the time they have to be sedated for urinary catheter placement.
