How do I sync the folders on my iphone desktop to my ipad desktop?

Are you referring to the folder and icon on the main page of the iphone?

Unfortunately, the icons and the folders cannot be synced - 

The only sync that Apple / icloud does are Contacts / Music / Photos and mail.

Can you tell me what is it you are trying to achieve on both devices?

Do you have all apps of the iphone also installed on the ipad?

Issue identified :

Inquiry on how to make the Homepage of the ipad the same as his iphone.
Solution Implemented :

Advised custoemr that there is no Automatic  eay or sync feature for the home page but the home page can be managed manuall and folders can be created. The same way the iphone screen is set up. By touching and holding the icon until is it moveable.
