Solution Implemented :
Call customer and checked the iphone.
Phone needs to be activated via an itunes only since the phone has to be updated as well for it to reactivate
Customer have no device to perform activation.
Advised customer that he will need to take it in to an apple store for update and activation.
Assisted in scheduling an appointment to her desired store.
Call customer after a week to confirm activation
