First can you try removing the black cartridge,

Ok First. I know this sound basic. check if all the packaging cover are removed from the ink catridge.
Assuming I'm not supposed to peel the hp 564 label off the top of the cartridge, everything is removed just as the other 4 cartridges that are working
This is the larger of the 2 black cartridges on the far right of the other 4 cartridges
Ok seems there is a clog on the black nozzles.
The cartridge is good but the printhead "where you place the cartridge in.
1. Remove all ink cartridges.
2. Remove the printehead.
Let me know once the printhead is out.

Ok The nozzles should look and color like these
You will have to clean them out or at least the one that is not working.
Slightly run warm water to it.
control the water flow so it does not wet all of the part.
Just enough to clean the one the is not working.
Then dry it out with paper towel.

Rinsed and dry. It was clogged
We'll have to air dry it.
15 mins. do not use any drying machine or blower.
Just air dry 15 to 20 mins.
Then install it and do automated cleaning using the printer controls.

Black ink still not printing. Other cartridges fine
Try two consecutive cleaning after each other. this should push it thru.

I've done that 4 times now since reinstalling
If the black still now printing.
You will have to soak it then here how it should be done.
Make sure the water level is just enough to fill the holes and not more.
soak it for at leat 15 mins.
Then dry it again.
Now it's giving me a printer failure message and telling me to turn it off and on, which I have done twice now
Try removing and reinstalling the printhead back to the printer.
I did that. It got about 4:00 through the printer preparation process, then returned to the same printer failure message
Ok Try cleaning the printhead contacts then.
You'll see the connector on the printer and the connector on the printer.
try drying them off with paper towel and install them again.
Be sure to power off the printer and restart it.
The printer is working but the black ink still not printing. When the Print Quality Diagnostic prints, the black ink appears on that page except in the rectangle under "Black". All the other black type appears on that page, so why does it not appear any other time?
The line in the box is not a full black. causing the other color to combine and fill that line.
The color on the black box is a full black which is not printing.
There is definitely a clog on the printhead nozzle of your black.
3 Things I would suggest.
1. repeat the soaking but leave it longer.
2. replace the printhead part.
3, If the replacement part will cost much in your area, I would suggest just getting the printhead repaired or replace the printer.
