Dear Bill, It was a pleasure helping you with your Instagram issue today. Here is a summary of the resolution.
Issue identified :

Problem with old Accounts.

Solution Implemented :

Call customer / Remote Access

Checked both of the accounts given and both are now completely disabled and deleted by Instagram.

Advised customer it must have something to do with manually deleting the account and also being the emails not verified.

Assisted customer on how to create a new Email account and registering back to Instagram.

Advised customer on verifying the emails.

Issue resolved
