my phone was restored by an apple store. to start the phone we need an apple id  and a pass code . We don't have them . So the phone does't work.

Dear Judy, It was a pleasure helping you with your Apple issue today. Here is a summary of the resolution.
Issue identified :

Forgot apple ID and password

Solution Implemented :

Call customer / Remote Access

Assisted customer in checking the Apple Id and it is on an icloud account which customer do not remember

Assisted in setting up for an Adviser call

ID recovered

Assisted in resetting password thru iforgot.apple.com

Issue resolved
