May I know the exact model of your panasonic phone system? You can check the model at the bottom of the base station.

I have already followed directions in the instruction manuel and it did not work.

Alright. Heres the steps on how to erase the call block number using the base station. See steps below.
1. Press MENUN #217
2. Use the up/down arrow key and select either “Block a single #” or “Block range of #” then press SELECTN
3. Select ERASEN
4. use up/arrow key then choose “Yes” and then hit SELECT
5. use up/arrow key then choose “Yes” and then hit SELECT then Exit

It is still saying block memory full...
Try to reset the base station first by unplugging the power adapter of the base station from the wall outlet for 1mins then plug it back in. Perform the steps again and let me know if the helps.
It says 0 numbers blocked but when I try to block it still says
memory full

yes i did... Also using base phone
Ok. Try erasing using the handset.
1. press CALL BLOCK key
2. select ither “Block a single number” or “Block range of numbers” then press SELECT
3. press MENUN then use the up/down key to select “Erase all” then hit SELECT
4. use up/down arror key then choose “Yes” then hit SELECT
5. use up/down arror key then “Yes” then hit SELECT then press OFF
I did all of that. I was using a hand set. Let me try from the base Just a minute
