The flashing light means that you have a voice mail that you havent opened yet. Access your phone providers voice mailbox then listen to all voice mail message then delete them. The flashing light will soon go away after hearing all the voice mail message and deleting them.

I am not referring to the built in answering machine. I am referring to your phone providers voice mail system. There are messages there that you need to listen or delete. 

May I know who is your phone provider?

Dial 101 on your phone and listen to all the voice mail message then delete them after. The light should turn off on your handsets after deleting the voice mail message.

-called cx and provided the alternate procedure to turn off the blinking light

-procedure: press menu, press advance setup, vmwi reset

-problem solved after following the steps.
