Hi James,

Activation means it was locked to an Apple ID already.

May I know where did you purchase this phone?

If you are getting an Activation means it was locked to an Apple ID already.

It is either you have already set up your Apple Id to it and is now asking you to verify your Apple ID 

OR

If you have not set up your ID to it yet it means the previous owner's Apple ID is still locked to it.

This means you will have to contact the previous owner to get his ID unlocked from it.

May I know where did you purchase this phone?

Dear James, It was a pleasure helping you with your Apple issue today. Here is a summary of the resolution.
Issue identified :

Assistance in settng up a newly purchased iphone

Solution Implemented :

Call customer

assisted in setting up the new phone.

Customer does not have an apple Id and do not want to use one.

Advised that the phone can be set up without an apple Id but it will have no apple services.

skipped the apple Id registratin and continue to set up the phone.

Phone is now set up and now on the Home screen

Issue resolved
