One of the symptoms of a bad starter is a single clicking noise when you turn the keyor push the start button. Jumping the carcan sometimes get it going again, but no guarantees. Most likely, you'll need to get your starter repaired or replaced.

I have replaced the starter and the battery-no results
Ok then it might be a loose connection from the batter going to the starte or to the ground. Check to connections from the battery if it is tight and check the other end of the wires to the ground and to the starter. Theres is a loose connection somewhere.. add grounding wire if necessary.

Ok. Try to test the battery using a voltmeter and see if you are getting atleast 13v to start the engine. The coick sound is actually coming from the starter that ia not engaging.

Understood. If it is a new batter sometimes it needs to be charged for few minutes for the jucie to circulate. Try to test the voltage first by using a voltmeter. 13v is usually the required voltage to start the engine.
Youcan also try to jump start your starte by running a fire from the battery going to the starter and see if the engine will run that way. make sure that the vehicle is in neutral position before doing that step.

1-check the tightness of the battery terminals and battery terminals corrosion could be the cause.
2-The sound of clicking means the solenoid switch engages but the motor does not turn that means the circuit is incomplete could be caused by poor earthing, loose wires, worn out brushes, burnt magnetic fields etc.
3-low battery voltage, check the battery if that's the cause jump start and replace the battery or check the charging system.

Any history of the vehicle like...
1-Being parked for a while.
2-Area weather conditions.
3-Usage.
4-was the starting system being worked on before replacing the battery and the starter motor.
5-when did realize the problem, when parked at home, work or anywhere.
6-what type of car/vehicle are we talking about. Do we need computer reset due to other malfunctions.....
