4 of the units work the other 3 will not register

Ok. Try to Reset the non working handsets first by following the steps below.

1. Press & hold END and # at the same time until you see the System Reset menu.

2. If you still have the base the handset is registered to, select Deregister HS, then select the handset you want to reset. 

3. To confirm, select Yes. The handset displays Handset not registered.

After Resetting the handset , try to re-register them again by following this procedure. 

If you see a “not registered” message on a handset, you must register it to a base before using it.

1. Place the handset in the base; the display should say Handset Registering.

2. Wait until the display says Registration Complete (about 30 seconds), then pick up the handset and press TALK/FLASH.

3. If you don’t hear a dial tone or the display says Registration Failed, charge the battery completely, then try again.

Dear Buck, It was a pleasure helping you with your Panasonic issue today. Here is a summary of the resolution.
Issue identified : cx 3 other handsets are not registering
Solution Implemented : called cx and provided steps to reset the phone (press and hold end key and # key. cx followed the steps and after resetting the handset we put them on the base station 2 phones now were able to successfully registered to the base. the other phone us havng a problem. told cx that the phone is defective. cx will return it fo replacement and will follow the steps to register once they have the new phone. Problem solved.
