Hi Mike,
Can you double check the top right 20 Amp relay for Tail. Even if it is ok try to replace it with a new one. There are cases that this fuse can cause the no power even if it is not busted. Replacing it with a new fuse will fix the problem.

OK, swapped out the relays....same problem.
Ok. Check the wire that connects to the fuse box. These wires normally became corroded overtime causing the power connection to fail.
OK, but this bike has been triked, so Im having trouble getting the fuse/relay box out.
You might need to get around and remove some parts or cover to get to the fuse box. If the wires from the fuse box is ok, then next to check is the ignition key. The ignition switch might be the culprit why you are not getting a power when you turn the key to ON position.
