did you notice how many time that the power light blinks?

It blinks seven times, goes off for about 3 seconds, and then repeats cycle forever.

OK. The 7 times blinking error code mostly occurs due to failure of SC board located on left side at rear of TV and some times Vsus volts missing is also a cause due to power supply board failure.

It is either of the 2, the SC board or the power supply board. This parts needs to be tested/replaced if necessary.

you need a multimeter to have it tested. You need to remove the back cover of the tv. Here's a video on how to test it.

What is your estimate of how much it would cost to have a repairman test and replace it? I need to know if it might be better to buy a new TV.

honestly speaking if both board has failed (sc and power supply boad), I would suggest just to buy a new television. The cost of the repair of the 2 boards plus the laber cost is like buying a new tv set. The SU board is 70-80US anf the power supply board 80-100USD. Not sure about the cost of labor they will charge you in your location. Probably all in all that would be 300-400USD.
