May I confirm if this is a 2000 model Scott?

Hope everything is well. Please try to remove the negative battery connector of your vehicle for atleast 15 minutes to drain the current on the Body Control Module. Once flushed your vehicle may get back to it's normal operating state. I am suspecting a grounded BCM or a faulty ignition that's why the cut off switch for the engine is not working.
