I have a 6 gen Celica convertible 1995 auto all of a sudden it started driving badly it will idle very well but no power and when forced it will rev but no higher than 3200 with misfires splutters. I have a service manual and tested all the parts also changed plugs, rotor arm, cap, igniter, also changed the guts inside the distributor tested the fuel pressure and timing belt timing idles poorly when cold then when warm it idles very well but wont rev over 3200 and no power if i try to drive it also tried a new tps

How are you doing?  Few things I have in mind that's why this issue occur.

1. It can be a cause of a failing or dirty fuel injectors that's why it won't pass 3200 rpm

2. It can be a failing MAP sensor as well. The sensor provides instant manifold pressure information to the engine's electronic control unit. The data is used to calculate air density and determine the engine's air mass flow rate, which in turn determines the required fuel delivery for perfect combustion.

3. It can be a vacuum leak as well. Check your vacuum hoses if there are cracks or holes which can affect the air and fuel mixture of the vehicle. 

4. It can be a cause of a failing fuel pressure regulator as well. You may need to replace it 

5. Bad fuel or there can be a water mixture in the fuel tank

These are the few things that will require attention but I strongly suggest that you start on the fuel injectors for this may resolve the issue in an instant.

When i contacted you i was looking for someone with exstensive Toyota knowlage as i continued my investigation i had checked everything twice and with the aid of a toyota service manual, it was at this stage i contacted a person with exstensive Toyota knowlage and after relaying the problem i was having he diagnosed the EUC as the fault and as per his instructions i opened the ECU and found 2 capacitors leaking i will be repairing this in due course
