How are you doing? Hope everything is well. A faulty video board can cause this issue not just the IC. Picture below is the example of the video board.
The tech may replace a blown capacitor but there are several things that can be causing the issue and a blown capacitor is just one. I strongly suggest that you replace the video board to resolve the issue Susan. Hope this helps. Please let me know if there's anything else I can add or help you with. The picutre below is knows as video or tcon board
The T-Con Board is the smallest board found inside LCD TV and is usually only found in LCD TV's. The function of T-con board is to control logic signal of gate and source for driving TFT LCD. The T-Con Board is sometimes referred to other names, such as "Controller Board," or "Control Board" for the video.
Common faults are white Display, No display, Double image, Delayed display, Display distortion (black and white vertical bars on the screen). Multiple vertical/horizontal lines across the screen. Please ask the technician if this is the part he sees an ic replacement. I'll be standing by for your response.
