Dear Brian, It was a pleasure helping you with your Apple issue today. Here is a summary of the resolution.
Issue identified :

iPhone Settings update problem

Solution Implemented :

Call customer

Found that the devices are not approvedunder his account.

Used another phone and signed in with his apple Id using the code sent to the phone number.

Once another phone was approved.

Signed out both iphone and ipad out and signed back in.

And approved on the new phone.

Issue resolved

Both Device are now linked to the apple ID
