Yes it will start and runs good under 2500 rpm.

Good to know that. May I ask when is the last time you replaced the spark plugs

Ok Joe, it looks like a spark plug issue to me. Once you reached 3000 rpm the plugs can't burn the fuel that's why it bogs down. If the spark plugs are faulty it will not burn the fuel properly. Under 3000 will be good because the plugs can still burn the fuel but running above it will surely make the plugs foul.
