the screen is showing the plug and the itunes store
Alright. What you're seeing is only the recovery screen of the Ipad for you to reset it but it will need a computer with Itunes if you want to restore the ipad.

it does not stay on for longer than a few minutes and when i try to shut it down it just goes black no swipe to turn off.

Solution Implemented: call| remote | restore Ipad via itunes in the computer |able to restore Ipad and set it io but apple ID and password is not being accepted in settings | no recovery email was setup but instead it goes though the device | phone is flip phone no text message available| assist in submitting a ticket to the Apple ID genius team to recover the apple ID account |accepted answer
