Issue identified :
Solution Implemented :
Call customer and explained few ways to Activate.
Advised customer that they will need to have the email to be functioning to reset the password.
They can ask the owners Wifi to contact Apple for Activation.
They can bring the device to an Apple store with receipt for Activation.
Other than that the Apple ID is protecting the icloud Data of the original owner and they will have to contact Apple to have the Activation done but they will have to pass crtain requirements.
