Thank you for your question. I'll do my best to assist you.

Are you sure that your iPad is actually taking pictures or is it just taking screen shots? If you were to push the home button and the sleep/wake button simultaneously you would hear a "shutter sound" as if a photo was taken, however it would actually be capturing a screen shot.

On the other hand if you are certain that your iPad's camera is taking photos while you are in other applications that have nothing to do with the camera, then you need to call Apple Support, or take your iPad to an Apple Retail store for service.

I agree with Scott. If you can hear the shutter even if your on different application, that could just be taking screen shots. But whatever it is, it shouldn't be doing that cause its annoying when your doing something and your hearing that sound. This might be cause by a glitch on the system configuration that can't be fixed just by going to the settings.

Before you call Apple or take it to their repair center and just to save your time as well, since you can still go to some applications of your iPad, try to back it up in iTunes then do a restore from backup. This is the first thing that Apple technicians do when you bring your device to their store. If problem will still persist after restoring it from backup you might need to restore it from its factory default as restoring from back up will just put the data and old settings back to your iPad.
