Hi I can not remember my pass word for my icloud account

Have bought a new phone apple 6 have not used icloud for years on my old phone. have tried putting in pass words that I thought were right. I would like to set up a new account so I can pass all my contacts over to the new phone and use I cloud

PHONE NOTES:
-tried resetting the password but the security answers are not working
-created a case to apple support and advised cx to wait for a call from apple
-will call back cx after 30mins-1 hour
PHONE NOTES:
-called cx and said that apple was not able to reset the password since account is locked out
-will call cx again tomorrow at 6am GMT for continuation of the troubleshooting.
