How do I recover the full photo editing tools in my Mac photo app? After the last update I am now stuck with the same limited tools that are on my new iPhone this is my second attempt to get an answer.

The edit tools are still there click on what looks like a a group of slide bars like a audio equalizer. If you want more feature Photos now allows plugins like these: https://macphun.com/creativekit. After installed and turned on in System Preferences / Extensions then you can access it right in Photos.
