One way to check if the tire is locking up is by jacking up the left front tire again and try to rotate the tire and see if it can rotate freely.

I am out of garage and all cleaned up now. I will jack up car and and try to rotate tire tonight or tomorrow morning. Is that OK ?
Also, I owned a similar acura RL in years past. One time the dealer told me that they jacked up car and had to replace the shocks because they locked up. Not sure if this is the same situation, but they replaced shocks because theysaid it was their issue.
If it is locked up, (i believe that is problem) how can I fix ??
If the tire is locked up and you cant hardly rotate it while the tire is jacked up, then its not the shock absorber is the issue. It has something to do with your brake calipers that is actually locked up pushing all the way to the rotors that is why it is difficult to rotate the tire.
if brake calipers are locked up to the rotors, then all you need to do is to bleed the brake system to release the pressure on the calipers and that should fix the problem.

Brake fluid resides in a sealed, air-tight reservoir on top of the master cylinder. As the brake fluid level drops, air moves in to fill the void. ... Well, unfortunately, air does get into the reservoir over time and it eventually makes its way into the rest of the braking system -- including your brake lines.
