The handsets are not ringing and the base rings twice before the call is ended and the engaged signal heard. I have been through the book front to back and tried changing every setting but still have the problem. I can make outgoing calls fine.

Hi. As part of our first step of our troubleshooting. Lets try to do soft reset on the unit first. Unplug the power cord from the base and remove the battery of the handsets. Wait for 1 minute and replace everything. Test the issue again after performing soft reset.
