Can you try performing a software restart?

Hold the phone power button until you get a slide to power off.

clise it and the phone will go off

Hold it again to turn i back on.

Dear Perry, It was a pleasure helping you with your iTunes issue today. Here is a summary of the resolution.
Issue identified :

itunes will not finish importing/ sync photos from library

Solution Implemented :

Call customer and advised a ongoing issue with the itunes version 12.7.4 regarding the photo import

Solution was to downgrade one version back 12.7.3 of his itunes

Customer said he will wait for the next update instead.
