Firs verify to your Cell Service carrier that your phone number account can do international call or text.
If you confirmed to them that you are,
Make sure to include the + sign followed by the Country code of the number you are sending to their number
Example
(US countr code is +1)
+1 ***-***-****

Issue identified :
Cannot text or call to another country
Solution Implemented :
Advised customer to verify If the feature is available thru their carrier
Also advised to include country code in the beginning of the number to send the text or call.
