The iPhone 4 is the handset or the device itself and the iOS is the Operating System or software running on Apple devices such as iPhone, iPad and iPod touch.

Just like computers, lets say you have a Desktop or Laptop computer (which is the device) and it could be running on Windows or OSX Operating System (which is the software).
